Balkans show little progress in fighting corruption, report shows

Corruption remains a serious problem for countries in the Balkans, according Transparency International's corruption perception index (CPI) for 2009.

Among its regional peers, Bosnia-Herzegovina was seen as the most corrupt, ranking 99th out of the 180 countries surveyed, slipping seven spots from 92nd last year. The country's average score on a scale of 0 to 10 was 3.0, whereas 0 is perceived as highly corrupt and 10 indicates low levels of corruption.

Albania hardly fared better, having fallen to 95th place, from 85th last year, with a score this year of 3.2.

Serbia ranked 83rd with a score of 3.5, a slight improvement over 2008, when it ranked 85th.

Featured highest in the region were Slovenia and Cyprus, which both scored 6.6, ranking them at 27th.

With less-than-stellar rankings were Turkey (61st), Croatia (66th) and Montenegro (69th), with scores of 4.4, 4.1 and 3.9 respectively.

Bulgaria, Greece, Romania and FYR Macedonia were tied at 71st, with a score of 3.8. Aside from Greece, which slipped from 57th position in 2008, these countries' rankings changed little since last year.

The CPI measures the perceived level of corruption in the public sector of a country, as assessed by international experts and institutions.
