Romania's support scheme for wind power could be changed for the worse-Media

According to the media, the government considers altering the support scheme for the energy produced from renewable sources by reducing the number of certificates received by producers and also the maximum price per certificate. At present wind power producers receive two green certificates and going forward they might receive one or 1.5 while the price for the green certificates could be capped to 30 EUR/MWh from 55 EUR/MWh at present.

The change would dent the profitability of Petroms wind farm. We believe the wind farm was adding around RON 30 mn to the G&P EBIT with most of the profit coming from green certificates revenues (estimated at around RON 48 mn in 2012). In Petroms overall results the impact would however be minor so we tend to see the news as only slightly negative for the stock.

The news would also be negative for Electromagnetica, who sold 15,000 certificates over 1H which brought them additional revenues of RON 4 mn, significant given the 1H net profit RON 9.1 mn.
