Final bargaining negotiations for Baskent natural gas will take place today at 16:00 (local time).
Baskent Natural Gas (Baskentgaz),100% owned by the Turkish Privatization Administration, is the sole holder of the natural gas distribution license until 2037 within the contiguous region in Ankara (an area with a radius of approx. 50 km from Ankara's city center), Turkey's second largest city with a 4.8mn population.
The first attempt at the privatization of the company was made by the Ankara Metropolitan Municipality in 2008, but it was ultimately cancelled due to the failure of the two successful bidders to pay the bid price. In July 2009, with the decision of the High Privatization Board (the "HPB"), 80% of the shares of Baskent Dogalgaz were tendered out by the Privatization Administration.
The tender took place on August 16, 2010. MMEKA Makine Ithalat won the tender with the highest bid of USD 1.2bn. However, it could not comply with its payment undertakings either and the tender was cancelled once again on May 9, 2011. The PA re-launched a tender in the second half of 2011 and determined the bidding deadline as October 31, 2011. However, upon the requests of the potential bidders, the deadline was first extended to 27 January, 2012, and then to April 16, 2012.
Meanwhile, upon the failure of the successful bidders in the tender announced by the Ankara Metropolitan Municipality for 20% of the shares of Baskent Dogalgaz, the tender in question was also cancelled and re-announced. The latest tender, which was held on May 17, 2012, was also cancelled, since the highest bid of USD 585mn was below the tender opening price of USD 626mn.
Recall that January 18, 2013 was the bidding deadline for the Baskent natural gas distribution company privatization and there were six bids for the tender: (1) Eksim Yatrm Holding -GENPA - MKS Marmara JV (2) Fernas Insaat (3) Torunlar Gida (4) Turkerler Inssaat Tur. Mad. Enerji - Gama Holding JV (5) Zorlu Holding A.S. and (6) Akfen Holding (AKFEN TI, Buy, T.P.:TRY13.3) - STFA Yatrm Holding JV.
