Bulgaria is one of the countries with moderate innovation performance according to the Innovation Union Scoreboard 2011 presented by the European Commission, newswires reported. Romania, Lithuania and Latvia are in the same group of countries well below the EU27 average.
Bulgaria is one of the countries with the lowest Research and Development intensity in the EU. R&D intensity in Bulgaria has been decreasing over time, from 0.57% in 1999 to 0.49% of GDP in 2008. Aware of the importance of raising R&D investment, the Bulgarian government has set a national target for R&D intensity of 1.5% of GDP by 2020.
The Innovation Union Scoreboard 2011 benchmarks EU Member States' innovation performance and potentials. The Scoreboard highlights who are the innovation leaders, followers, moderate innovators and modest innovators in the EU and how they have evolved since the last Scoreboard a year ago.
